VOLUNTARY OVERNIGHT PARKING DISTRICTS
(OPDs)


Please join your neighbors in supporting the establishment of voluntary overnight parking districts in Venice. After many years the City of Los Angeles has finally responded to residents’ desires to restrict overnight street parking in our neighborhoods to the people who live here (and our guests).

The City’s Bureau of Engineering will hold a mandatory public hearing to receive resident comments on Local Coastal Development Permits for four parking districts in Venice, basically for all of the area west of Lincoln Boulevard.
The restrictions would be just from 2 AM to 6 AM.

After the larger enabling districts are set up, the establishment of the actual restricted areas is left up to residents on a voluntary basis, street by street and block by block. If 66% of the residents on one side of one block submit a petition to the City to restrict overnight parking on that block, then the district will be set-up. If the 66% requirement is not met, then no restrictions will be put in place.

Once signs are installed, residents will be able to park in front of their house with a decal, which costs $15 per year, but anyone who parks without a decal will get a ticket. Each resident – in an apartment or house - can obtain up to three (3) annual decals and two (2) temporary (four month) permits; up to 10 one-night permits are available, too.

The hearing will be held at Westminster Avenue Elementary School on Abbott Kinney Boulevard. The hearing schedule is:

6:30 to 7:05 - Oxford Triangle
7:05 to 7:40 Presidents Row
7:40 to 8:15 West Venice (Windward Traffic Circle, Pacific Avenue, canals, etc.)
8:15 to 8:50 East Venice (Lincoln to Abbott Kinney, plus northern walk streets)

The hearing will only focus on Coastal Act issues of public access, recreation, marine environment, land resources, development and industrial development. Many other coastal cities have set-up these overnight parking restrictions, which have been found to be in conformity with the Coastal Act.

No one comes to enjoy the coastal zone at 3 AM in the morning and restricting un-permitted RVs from the coastal zone overnight will prevent them from leaving trash and human excrement on the streets, which currently is washed into the ocean.

Many of us who have lived in Venice for many years have twice participated in petition drives to set-up overnight restrictions, only to see the City drop the ball.
